Cursor and Windsurf are both forks of VS Code with AI agents built into the editor rather than added as extensions. They compete directly, they cost roughly the same, and they take opposite positions on one question: how much should the tool decide for you?

Cursor gives you controls. Windsurf gives you inference. That single difference explains most of what follows.

How does the editor experience differ?

Windsurf funnels most work through Cascade, a single agent panel that decides the scope for you. Beyond that the editing itself is identical: both open like VS Code because both are VS Code. The result is a calmer interface with fewer decisions. It also means less control when Cascade picks the wrong scope.

Which UX suits which developer?

Developers who like knowing exactly which tool is running prefer Cursor. Developers who find mode-switching to be friction prefer Windsurf. Neither preference is wrong and both are strongly held.

Ask both editors to update every call site of a function you are renaming. Cursor is more likely to find them all if you point it at the right scope. Windsurf is more likely to find them without being pointed, and more likely to miss ones in parts of the codebase you have not touched this session.

How does each agent behave?

Both agents plan, edit multiple files, run terminal commands, read output, and iterate. The difference is temperament. Cursor’s agent is aggressive and will make sweeping changes across many files if the instruction allows it. The operational advice is identical for both: commit before you start, keep tasks scoped, and never let an agent edit the test that proves the change works.

Model choice

Both editors let you pick among frontier models from multiple vendors and both refresh the roster as new models ship.

Cursor generally exposes a wider selection and adds new models faster, including specialized fast models for autocomplete distinct from the models used for agent work. If being on the newest model within days of release matters to you, Cursor has been the more reliable choice.

Windsurf offers a narrower curated set. Fewer options means less decision fatigue and a more consistent experience, which some teams prefer.

Both route requests through their own infrastructure rather than your API key on standard plans, which is worth knowing for data-handling review. Both offer privacy modes that prevent code retention on paid tiers.

Rules and configuration files

Both editors support project-level instruction files that are automatically injected into agent context. This is the highest-leverage configuration in either tool and most developers underuse it.

Windsurf supports a comparable rules mechanism plus persistent memories that Cascade writes itself as it learns your project. The self-writing memories are convenient and occasionally carry a stale assumption forward, so they are worth auditing.

A practical recommendation for either editor: keep rules short, imperative, and specific. Long prose rules get diluted in context. “Never call fetch directly; use apiClient” outperforms a paragraph about API architecture philosophy.

Both editors also support MCP servers, which is the portable part of your setup. An MCP server that connects the agent to your issue tracker or database works identically in both.

How does pricing work in each editor?

Both use the same ladder: free tier, individual paid tier or tiers, team tier, enterprise tier. Specific figures change frequently enough that quoting them would mislead. The structural difference is how heavy usage is handled — Cursor layers metered usage charges on top of the subscription, while Windsurf has generally used a credit model with a hard limit.

That difference is worth unpacking, because it decides how your bill behaves on a bad week.

Neither model is better in the abstract. Teams that value predictable budgets prefer credits. Teams that value uninterrupted work prefer metered overflow. If you choose Cursor for a team, set spending alerts on day one.

Which is better for teams?

Cursor, marginally. Both offer business and enterprise tiers with SSO, centralized billing, seat management, admin policy controls, and privacy modes preventing code retention, so the baseline is comparable. Cursor’s team tooling is somewhat further along, particularly around shared configuration and organization-wide policy. Windsurf’s enterprise story has historically emphasized deployment flexibility for organizations with stricter boundary requirements.

For regulated environments, do not assume parity. Get both vendors’ current data-handling documentation and have it reviewed. The relevant questions are the same for both: what leaves your network, what is retained and for how long, whether your code can be used for training, and where processing happens.

One non-technical factor deserves weight. Windsurf went through a widely reported ownership change during 2025. Development has continued, but if you are making a multi-year platform commitment, corporate stability is a legitimate input alongside features.

The verdict

Choose Cursor if you work in a large codebase, want explicit control over what the model sees, care about being on the newest models quickly, or spend most of your day in flow with autocomplete doing the heavy lifting. Cursor’s tab completion alone justifies the choice for many developers.

Choose Windsurf if you prefer describing outcomes over managing context, work in a small-to-medium codebase where inference is reliable, want more predictable monthly costs, or find Cursor’s multiple modes to be friction.
