Best AI Coding Assistants
A working review of Cursor, GitHub Copilot, Claude Code, Windsurf, Codex, Cline, Aider and JetBrains AI — evaluation criteria, pros and cons, and picks by team size.

The AI coding category has split into three distinct product shapes: inline completion tools that finish your line, agentic editors that plan and execute multi-file changes, and terminal agents that operate on a repository the way a contractor would. Most developers now run at least two of them.
This review covers eight tools against consistent criteria, gives pros and cons for each, and closes with recommendations by team type. Model lineups and pricing details change constantly, so the assessment focuses on the parts that persist: architecture, context handling, workflow fit, and failure behavior.
How do we evaluate AI coding assistants?
Against six criteria that matter more than benchmark scores: context acquisition, agent reliability over multi-step tasks, the review surface, editor and workflow fit, model flexibility, and cost predictability. A benchmark score tells you very little about whether a tool can find the right files in a real repository or produce a diff you can actually read.
Context acquisition. Can the tool find the right files without you naming them? This is the single biggest differentiator in real repositories. Semantic indexing, symbol graphs, and agentic file search all work; guessing does not.
Agent reliability over multi-step tasks. Everything writes a function. The question is whether it can make a five-file change, run the tests, read the failure, and fix it — without silently deleting something it did not understand.
Review surface. How easily can you see, understand, and reject what it did? A tool that produces a clean diff you can read is worth more than one that is marginally smarter and shows you nothing.
Editor and workflow fit. A tool you must leave your environment to use gets used less. Terminal-native, IDE-native, and browser-based tools each fit different habits.
Model flexibility. Locked-in tools go stale when their provider falls behind. Being able to switch models is insurance.
Cost predictability. Flat subscriptions are predictable and capped. Usage-based agent pricing is not, and heavy agentic use can produce surprising bills.
What is Cursor best at?
Autocomplete and multi-file agentic editing. Cursor is a fork of VS Code with AI built into the editor rather than bolted on, and its autocomplete is the best in the category — it predicts multi-line edits and next-cursor-position moves rather than just completing the current line, which changes how editing feels.
It remains the most complete agentic editing experience. Its agent mode plans multi-file changes, runs terminal commands, and iterates. Codebase indexing builds embeddings over your repository so it can retrieve relevant files without being told.

Pros: Best-in-class autocomplete; strong multi-file agent; mature rules system; broad model choice; familiar to anyone who uses VS Code.
Cons: Usage-based charges on top of the subscription make heavy agent use expensive and hard to forecast; the fork lags upstream VS Code on occasion; agent mode can over-edit if you give it a vague instruction.

Is GitHub Copilot still worth it?
For organizations already on GitHub, yes. Copilot’s advantage is not the model — it offers several frontier models from different vendors — but its position inside the platform where code review already happens. Inline completion, chat, agent mode, and a coding agent that opens pull requests all sit where the team already works.
Inline completion is fast and stays out of the way. Copilot Chat handles questions in the editor. Agent mode executes multi-file changes. The coding agent takes an issue, works asynchronously, and opens a pull request you review normally. Code review suggestions appear in the PR interface itself.
For an organization already on GitHub, that integration is worth more than a marginally stronger agent, because the output lands in a workflow with existing controls, audit trails, and approvals.
Pros: Deepest platform integration; multiple model providers; a real free tier; enterprise administration and policy controls that procurement teams accept; asynchronous PR-based agent.
Cons: Agentic editing is competent rather than leading; feature availability varies across IDEs; the breadth of overlapping Copilot surfaces is genuinely confusing.
Claude Code
Anthropic’s terminal agent is the strongest tool in the category for repository-scale work. It reads your codebase, edits files, runs commands, reads the output, and iterates — in the terminal, alongside git.
A CLAUDE.md file at the repository root gives it persistent project context: architecture, conventions, commands to run, things to avoid. It supports MCP servers for connecting to external systems, subagents for parallel work, and hooks for enforcing policy on its actions.
Its defining behavior is persistence. Given a failing test suite it will keep working — reading, editing, rerunning — rather than producing one plausible patch and stopping. That is also its risk: an unsupervised agent making dozens of edits needs a clean git state and a diff review before anything merges.
Pros: Best agentic performance on real repositories; terminal-native and composable with existing tooling; excellent context management; strong MCP ecosystem.
Cons: No editor UI, which some developers dislike; can consume a lot of tokens on long sessions; requires discipline around git hygiene. Our Claude Code guide covers the workflow.
Windsurf
Windsurf is the other purpose-built agentic editor. Its Cascade agent is the differentiator: it tracks what you have been doing across the session and infers intent, so it needs less explicit context than most competitors.
The product is more opinionated and less configurable than Cursor, which suits developers who want the tool to make decisions and frustrates those who want control. Its pricing model has historically been simpler to reason about than usage-based competitors.
Windsurf changed corporate ownership during 2025 in a widely reported sequence of deals, and while development has continued, that history is a reasonable input to a multi-year platform bet.
Pros: Excellent implicit context inference; clean UI; simpler pricing shape; strong for developers who prefer a guided experience.
Cons: Smaller ecosystem than Cursor; less configurable; ownership churn creates roadmap uncertainty.
The rest of the field
Four more tools that are strong in narrower lanes, and in some cases better fits than the headline four.
OpenAI Codex
OpenAI’s coding agent exists as both a terminal tool and a cloud environment reachable from ChatGPT, where it works on tasks in a sandboxed container and returns a diff or a pull request.
The cloud model is the interesting part: you delegate a task, close the tab, and review the result later. That suits well-specified, self-contained work — dependency upgrades, adding tests, mechanical refactors — better than exploratory design work.
Access is bundled with paid ChatGPT tiers rather than sold separately, which makes it effectively free for teams already subscribed.
Pros: Asynchronous delegation model; sandboxed execution; included with existing ChatGPT subscriptions; open-source CLI.
Cons: Less interactive than terminal agents that stay in the loop with you; sandbox environment setup is fiddly for complex build chains; weaker for exploratory work.
Cline
Cline is an open-source VS Code extension that brings your own API key. It separates planning from execution — it proposes a plan, you approve, it acts — and shows every file read, every diff, and every command before running it.
That transparency is its argument. You see exactly what enters context and exactly what the model wants to do. For developers uncomfortable with opaque agents, this is the answer.
Pros: Fully transparent context and actions; any model via your own key; no vendor markup; explicit approval gates; strong MCP support.
Cons: Metered API costs can exceed a flat subscription on heavy use; no managed codebase index, so very large repositories need more manual guidance; more setup.
Aider
Aider is a terminal pair programmer that predates most of this category and remains excellent at what it does. It builds a repository map to give the model structural awareness, applies changes as git commits, and keeps the loop tight and inspectable.
The git-commit-per-change design is underrated: every AI edit is a discrete, revertable commit, which makes reviewing and undoing trivial.
Pros: Mature, fast, model-agnostic; git-native workflow; excellent for incremental focused changes; open source.
Cons: Terminal-only; less autonomous than newer agents; repository map is less powerful than semantic indexing on very large codebases.
JetBrains AI Assistant and Junie
For teams on IntelliJ, PyCharm, GoLand, or Rider, JetBrains’ native AI Assistant plus its Junie agent avoid the migration cost of moving to a VS Code fork. Integration with JetBrains’ own refactoring engine and static analysis is a genuine advantage — the tooling knows the symbol graph without needing to infer it.
Pros: No editor migration; benefits from JetBrains’ language intelligence; bundled with existing licenses in many cases.
Cons: Agentic capability trails the dedicated leaders; less model flexibility; slower feature cadence than the startups.

Which AI coding assistant should your team pick?
It depends on where the team already works. Solo developers get the most from one agentic editor paired with one terminal agent. Startups should stay unstandardized for a quarter and cap spend on usage-based tools. Enterprises usually take the path of least procurement resistance and add a deeper agentic tool for the teams that need it.
What should solo developers use?
Start with one agentic editor and one terminal agent. Cursor plus Claude Code is the strongest combination if budget allows; Cline plus Aider on your own API key is the strongest if it does not, and gives you better cost control at moderate usage.
If you already pay for ChatGPT, Codex costs nothing extra and covers delegated tasks well. Do not pay for two inline completion products.
What should startups use?
Copilot’s free and low tiers plus one agentic tool for the developers who will actually use it. Resist standardizing early — let the team try things for a quarter and standardize on what people reach for unprompted, then set a spending cap on usage-based tools before someone leaves an agent running overnight.
Write a short policy on AI-generated code review before you need one, not after.
What should enterprises use?
GitHub Copilot is usually the path of least resistance: the administration, audit, policy controls, and data handling terms already satisfy procurement, and the output lands in the review workflow you have. Add Claude Code or Cursor for the engineering teams that need deeper agentic capability, under a separate agreement.
The controls that matter are not tool choice. They are: no AI-authored change merges without human review; secrets scanning stays mandatory; license and dependency policy applies identically to generated code; and every tool is configured to exclude the repositories that must not leave your boundary.
The bottom line
Model quality is converging and is no longer the differentiator. What separates these tools is context acquisition, how legible their changes are, and how well they fit the workflow you already have.
Pick based on where you spend your day. Editor people should take Cursor or Windsurf. Terminal people should take Claude Code or Aider. GitHub-centric organizations should take Copilot and stop optimizing. Everyone should review the diffs.
